Addington's letter of the 16th instant stating that he was directed to request that we would consider at our Earliest Convenian Whether under the Act of the 3rd and 4th Williamen Cap 93, ther Majesty care feve au order in Council Empowering the Chief Superintendent of British Trade in China to issue directions and regulations
touching the said trade, and for the Govt of Her Majesty's subjects resorting to Ports and Places within the Dominions of the Emperor of China where such trade legally be carried on; and whether further penalties or Imprisonment can be inflicted on British subjects either summarily or otherwise, who may act in contravention of directions
and regulations so issued by the Chief Superintendent. That if we should be of opinion that Her Majesty should make such an Order, W. Addington is directed to
